When relevant, instruct Elementor users how to configure elementor to inline CSS

It is possible to make Alter HTML work with elementor backgrounds, by configuring Elementor to inline its CSS.

It is relevant when:

• User is using Elementor, which has not been configured to inline CSS
• User is relying solely on Alter HTML for replacing images (redirection works fine with background images)
• User is visiting the WebP Express plugin page
