bugfix - traceback if no tunnels in waterways #177

Currently get a TB if no tunnels are within a particular catchment during the waterways step. Write out empty polygon ann bathymetry information if this is the case.

Fixed in closed waterways.

Also need to fix in open waterways. Only check if there are closed waterways image

Also fix error when a reference DEM does not overlap with the catchment. image

Note download raster within a bounding box so might have raster files entirely outside the actual polygon. image

See example. Red is region of interest and the tip of the peninsular (light coloured lower right of image) is does not overlap the red ROI. image
