Look into the issues highlighted in https://github.com/rosepearson/GeoFabrics/issues/78

[ ] Bring in roads from OSM if a road value is set
[ ] Set the river zo values based on the reach classification
[ ] Add support for zo from land use file.
[ ] Consider Bringing in powerlines from OSM
