Roughness stage Dask optimisations #229

Flow through the changes in https://github.com/rosepearson/GeoFabrics/issues/208 applied to the roughness stage.

Specifically:

[ ] Minimise clipping through use of masks
[x] no_values_mask as a property
[x] use the RawDem save/load functions.
[x] Consolidate the save/load functions back under the LidarBase class
[x] Cleanup logging - output to two locations
