Changes:

[x] formatting of dumped JSON instructions
[x] added source to waterways stage - currently only OSM supported.
[x] support saving geotiffs as well as netCDF files
[x] Make robust to adding a river outside the catchment by simply ignore this river
[x] Update test(s) to save GeoTiffs,
[x] Make waterways and measured rivers output elevations with the label "z"
