Includiong flood defences

• Support burning in of z-line / line + 'z' values and polygon defining the width into the HydrologicalDemGenerator step
• Support estimating a z-line / z values along a line from LiDAR - select the maximum at each location along the line
  • Start with a simple approach of just taking the highest value within a width.
  • Later consider perpendicular search and realignment.

• Add test for estimating heights from a line and burning this into a DEM.
