Add drivers to use the ADC's as well as a simple analog battery monitor driver. This pull request is in conjunction with other requests in rosflight/rosflight and rosflight/firmware.

I forgot that I had pulled this into a new branch to avoid the issues with accidentally including a dozen GNSS commits. I'm going to make a new PR with the correct branch, and address the issues @superjax brought up.
