Reboot Service #76

What if fcu_io had a service that rebooted us into the bootloader. I think that there are some ways that cleanflight reboots itself into the bootloader. It would be handy for development.

Half of this was implemented in RC1.0. We can reboot the naze, but not to bootloader.

I'm going to close this for now. I played around with flashing via ros service and was not successful. This is not a part of the RC1.0 roadmap.
