Update from gazebo classic to gazebo garden #166

We're currently using gazebo classic, which is going to be EOL next year. We need to update to maintain Gazebo support, not to mention being able to take advantage of all of the advancements with the new gazebo version would be very nice and would make some of the work we want to do much easier.
