Merge in navigation doxygen #63

This PR is to merge in the Doxygen comments I added to the path_manager, planner, follower, and param manager.

I also refactored the path_planner a little bit to conform better with the style guides. Sorry if this was not the correct branch for that, but it made sense to do it as I was documenting.
