this is to mark parameters as members of the minimal set, used to support subscriptions. It's an oversight that it isn't already included

task includes:

editing param.proto to add minimal_set as a boolean member of the Param message.
adding validation in json-schema that minimal_set is a valid member of Param
creating / modifying example device models / param json files to include minimal_set
run validator on models to validate params both with & without minimal_set present (because it's optional).
