fix `tar_target(all_data_flagged)` sensor threshold readings #109

We need to establish these values in the global environment because the functions read them from there and not from the output of the targets.

sensor_spec_ranges <<- sensor_spec_ranges # to do (j): again, why do we need to call these objects here?

Actually this works, so I am just going to close the issue
