This PR adds a new folder, virridy, that mirrors our verification procedure we are developing for the lower network. It also includes some tweaks to some of the functions Juan developed for verifying the lower network (namely, ensuring that the sites are listed in the upstream/downstream identifying steps, and that the seasonal thresholds are pulled in for all sites.
With this PR, @SamStruthers should be able to start verifying the Virridy data. All the auto-flagged data that you need to start the exercise can be found in data/virridy_verification folder.
Please let me know if this works to run on your end, or if there is any Virridy data that is missing!
PS I did NOT mean to commit the file in virridy/non_targets_workflow. This is still very much a WIP so please do not attempt to run it!
