This PR reorganizes src/qaqc/01-organize_raw_data.Rmd and adds two files to the scratch folder (scratch/misc/html_pulled_info, scratch/misc/sensor_thresholds).
Aside from some reorganization (so that chunks can be run sequentially and objects flow logically), this PR also replaces some previous flags with new flagging functions and adds a method for exploring data that has been flagged.
