Created oxygen style documentation for all functions in these folders:

data_munging_functions
flagging_functions
plotting_functions
verification_functions

Hey Juan, I'm about to send a very large PR your way... I've done A LOT of reorganizing. So, this PR is going to break the work you did here. I went through this PR and added all of your applicable roxygen comments to what I'm about to submit -- I'll add you as an author to the PR so you get credit for it :)
