commit for appending data planning

This draft PR is very messy. I am opening a PR so that the team can see what I have been up to. My forked main branch is up to date with this information as well. I do not think that this PR should necessarily be merged into main yet (or at all, until these things are actually fleshed out).

Overarching ideas for the folders that have changes:

• scratch:
  • added some code from the make thresholds function that was commented out
  • added the figure I made for the overall plan
• api pull
  • adding some very underdeveloped code and plans for running this workflow every ~3 hours
• qaqc
  • same as above, but in regards to appending the flagged data to the incoming data from the sonde.
