Add basic project template basing on distill/bookdown? #128

Instead of using the doc/ folder. This would simplify issues for expanding templates (e.g. #34, #23, #8) and make it easier to incorporate e.g. targets package for build management... and the eventual publishing/deploying as a website.

With Quarto, this isn't necessary anymore
