fix: (setup error) fixed pnpm version error & add top level .nvmrc

What does this PR do?

Added top level .nvmrc which fixes setup error! Also fixes pnpm different version error [ which doesn't let user run command pnpm i ]

this two command need .nvmrc at top level directory to work properly so I added it
