Track Maker loans as debt & interest payments as an expense #598

Problem Definition

A Rotki user that utilizes MakerDAO wants to be able to track his CDPs and the interest payments on them as expenses.

(Requested by @koeppelmann here)

Task

Implement MakerDAO integration by checking if any of the user's ethereum accounts have interacted with it and made any interest payments. Add those as expenses.

This is already done. Debt is shown as liability and debt payments are counted as "loss" in accounting.
