@aseyboldt How should we handle version pinning for things like bindgen in your opinion? Would we be better off specifying a minimum version rather than an exact one?

The versions in cargo.toml
are interpreted as semver compatible versions by default (see https://doc.rust-lang.org/cargo/reference/specifying-dependencies.html#specifying-dependencies-from-cratesio).
That's pretty standard in rust and I don't see any reason to deviate from it.
Updates the requirements on bindgen to permit the latest version.
