Added meson build file #267

This would close #266, the only thing this doesn't do yet is build the demos. I can also create a CI for this via Github Actions if that's desireable

Thanks. I'll merge it and you can make another PR for the demos. For CI, I've no idea how useful it would be, what do you think?
