keep time independent from the master badge #63

It would be nice if when some subset of the cubes are taken out they can sync together on their own without the master badge. Maybe the baton holder could also be the time keeper? I'm not sure how to decide who is the time keeper, but this seems to depend on issue #26 as they'd need to keep track of who is around.
