add clarification tooltip to "add row" button for collection group #1267

As seen in https://github.com/rowyio/rowy/discussions/1072, the disabled "add row" button is confusing in collection group. Adding a tooltip for clarification. Tooltip only displays for collection group, no change for normal collection.
