after #408 merge beta 3 should be issued. somewhere between beta and beta 2....

• important.txt was removed but is still referenced in the release info.
• readme.md included info about keys but quickstart guide is pre-'n3ds keys'.

BETA 3 after merge should round everything off so all sources are giving the right instructions. thanks.
