tools section expanded #9

@nrennie I've added the JRSSA and Significance page/font/etc. specifications to the end of the tools page, but I'd appreciate your view on whether you think this detail really should be moved to its own dedicated page.

Looks good to me - I think this works in this section here. Might be useful to add into the tables the link between the R package and the hex codes, e.g. RSSthemes::signif_orange returns "#f07d00" - the colour of the Stats comm section. Not sure where this would go exactly.

Added this in 45bea0a. Feel free to edit if you think the wording should be improved/clarified.
