cygwin console raw scancode mode

Support the cygwin terminal raw scanmode mode

 enable:   \033[?2000h
 disable:  \033[?2000l

produces the following for all keys derived directly from the key event 
structure KEY_EVENT_RECORD.

  "\033{%u;%u;%u;%u;%u;%uK", 
     bKeyDown, wRepeatCount, 
     wVirtKeyCode, wVirtScanCode, uChar.UnicodeChar, 
     dwCtrlState

  <ESC>{0;1;13;28;13;0K

What's the use case?

(The KEY_EVENT_RECORD structure is specific to console input events. Mintty 
would need to extract the necessary information from WM_KEYDOWN and WM_KEYUP 
messages.)
