Implement Quick chat system #14

Adds a quick chat button to the chat view controller
Opens to a radial menu with 8 options
each of those goes into a submenu with 8 other options for messages to instantly send
contents are editable in BEATSABERDIR/UserData/MultiplayerChat/quickchat.json, default will be written there automatically
contents from there are loaded at game load (Location.App)

Before this would be merged, I think we should think about the text sizing, it could be kinda small as I haven't looked at it through a VR headset, only through FPFC

Also we can (and should) definitely change the default contents of the quickchat.json

Possible TODO, but probably not for the first iteration:

Allow adding more than 8 items in a menu
Allow adding multiple menus (differentiate between a menu & an actual slot? maybe change the hierarchy on the json for that first...)
Context injection into messages (player names, map names, difficulty names)
