在工具面板中编辑工具后，无法再次打开工具的编辑界面

只有焦点第一次聚焦到工具项时，才会打开对应的编辑界面

此 issue 已于 小熊猫C++ 3.0.2629 中处理，新版本中可以通过双击工具项进入对应的编辑界面，即将关闭此 issue。
