Shell icon view behaviour support for the desktop #340

The desktop currently has no icons. For the time being it should use a GtkIconView, but the shell icon view behaviour (in libwintc-shell) needs to support opening into new windows rather than the current icon view. This might require a simple form of Folder Options to be implemented.
