xfce4-panel is unthemed #67

The XFCE panel is now GTK 3 - should be able to theme it like a taskbar.

This isn't going to work, despite the fact that XFCE panel is set to 'use system style', it does not. It applies its own CSS with higher priority that breaks the theme, plugin widgets get the default background and there is a border top that is impossible to remove.

Essentially their theming article (https://docs.xfce.org/xfce/xfce4-panel/theming) is not only wrong in some of it, it's also completely pointless because of this hard coded unremovable CSS.

Debating whether at this point it is necessary to fork XFCE and GTK to decrappify them and make things work properly, because between this and the CSD stuff, and other garbage that they shovel in it's getting incredibly annoying to deal with.
