irp files are corrupt #3

Infrarecorder is unable to open generated irp project files.

I'm using infrarecorder 0.44.1.0 unicode, x86 version.

Infrarecoder expects the irp file to be encoded in utf-16. The irp file 
generated
from DiskPacker is not encoded in utf-16. Not sure if it is encoded in utf-8.
Encoding conversion shall be done.

The encoding issue is fixed. Encoding is supposed to be utf-16 little endian. 
Also
updated the irp for the latest version of infrarecorder i.e. 0.45 (unicode).
