`<fastCgi><application>` doesn't take effect in `web.config` #3

It should be possible to register a FCGI application in the web.config file but that doesn't work. Hence install_msdeploy works around this by reading the web.config and using AppCmd.exe to do the actually FCGI app installation. It would be much better if web.config worked as it should.
