Error: No factory registered for 'Random' #161

What steps will reproduce the problem?
after changing the attribute "component" of a FlawHandler in the 
PlannerConfig.xml

What is the expected output? What do you see instead?
No output expected. 
But an error shows:
Utils/base/Factory.cc:77: Error: it != m_factoryMap.end() is false
No factory registered for 'Random'

What version of the product are you using? On what operating system?
europa-2.6 on Ubuntu Linux 12.04
