Weird error if default PlannerConfig.xml used #36

See the example problem with ticket #199.  Replace the existing
PlannerConfig.xml with PlannerConfig?.bak.xml (ie original PlannerConfig
that makeproject created).  Running make produces an error.

This is probably a bug; you should be able to successfully run however
things are configured.  At the very least, it would be nice to have the
warning suggest appropriate changes in PlannerConfig.xml.

NOTE:  I try to assign bugs to the person who could most quickly track them
down, not necessarily the person who should track them down :)

I'm not sure how to reproduce this, but since I'll be dealing with issue 137, 
I'm moving this one up to tackle concurrently.

The ticket mentioned is one from the previous ticket database, <a 
href="http://babelfish.arc.nasa.gov/trac/europa/ticket/199">here</a>, 
accessible only to people with NDC accounts and group access.  The case 
attached to that ticket doesn't compile, however, so it's hard to tell what's 
going wrong here, except that perhaps the regular ThreatManager is detecting 
resource threats?  See my comment on issue 137.
