There are many bizarre things about the XML transaction language. For
instance: 
-There are two distinct representations for the constrain, free, activate,
merge, reject, cancel, and specify transactions. 
-The "goal" tag can be used to create new tokens or to introduce a temporal
relation between two tokens.

Things such as these should be remedied before somebody else sees them.
