Solver flaw filters and handlers have no unit tests #75

There are no direct, unit tests for the Solver flaw filters and handlers,
which has led to missed breakage (i.e. the NotGuardFilter broke without
anybody noticing).  There's also no framework in place to make testing them
easy.
