Change day-of signup time from 1600 to 1200 #142

Changes time that a member can bypass the 2-week rotation and sign up for a same-day night crew from 1600 to 1200

This used to occur at 0000 hrs Sunday and was moved so people didn't have to stay up until midnight. This will need O-Board approval. Have them chime in in #dev and we can discuss.

My last comment was incorrect. I was thinking about another timing function unrelated to this.
