Add Development groups for Rust #210

These groups are going to be used with the upcoming Rust packaging being worked on.

Coverage remained the same at 94.188% when pulling cd6d58ef965ae2c703a2ef92aebf1ab30427ab4d on Conan-Kudo:rustic-opensuse into b9567a063e0766464e362ae4ad1af78e24372327 on openSUSE:master.

Are the groups integrated in the wiki page describing all the allowed SUSE groups?
