I assume Fedora doesn't publish this application because it's a paid service.

Anyway, this is open source software.

So I think it's correct to distribute it in the "free" repositories.

The official Mullvad repository, which provides this .rpm package, is back. This request can be closed at this time.

This package could be allowed into fedora, I don't think there is any policy against floss client of an closed source server.
