Revise how environment variables are passed to container builds #7

For VS-Code dev containers:

[ ] Add an example environment vairable file called .env-example and remove the existing one from version control
[ ] Update the runArgs param in devcontainer.json to include "--env-file",".devcontainer/devcontainer.env" (taken from docs)
[ ] Verify env vars are passed at container build time and see if I can remove the hard-coded values at the top of the VS-Code Dockerfile

Big goal is to be adaptive to different user IDs from different host systems, and not having to hard-code those values when I build the container
