User should not be required to Register when the System is running in the Admin Mode

This popup is coming from Database.java - with method askForLicense(). This was called from Database class constructor - this is not useful for LAITS as it does logging of User. Removed creation of Database instance from Factory.java, SendTicket and Logger.java
