On a clean system, you must install these packages to build:
gettext-base (for envsubst)
zip
libssh-dev (for tests)
It'd be nice to avoid the use of tools and libraries outside of the repo or WORKSPACE file, to help ensure a hermetic build. It's also be nice if all you had to install to build Mosh for Chrome was Bazel.
