Proper Debian packaging #63

Package wallet for Debian properly and upload it to Debian. Will require doing something about database configuration, possibly using dbconfig-common or whatever the name of the system is.

@macrotex, thanks for the offer! I'm not sure we have any particular scheme for this, but assignment sounds as good as any. The easiest way to start may be pull requests for the debian branch, which already has some initial packaging that we used at Stanford.

Ah, @macrotex, I can't assign things to you without adding full direct write access. Let's start with pull requests and then if that becomes too much friction, I'll do the collaborator thing and then handle the assignment.

Besides the dbconfig-common feature that @jonrober mentioned, and shepherding the package through the Debian project submission process, are there other Debian packaging tasks need doing?

I think that's it. Really, the dbconfig-common thing was the big one that was holding me up. I'm happy to upload the package for you once the packaging is in place and good to go.
