testXmlName11 fails on Safari #21

Run the xmltoken_unittest.html on Safari.  testXmlName11 will fail on #27.

(I don't really understand what this test is attempting to cover... what is
being verified here?)

Tested on Safari 3.0.4 Beta on Windows, Safari 3 for OS X 10.4 (Tiger) and
Safari 2 for OS X 10.4.
