Add option to prompt user before running auto-package-update-maybe #29

Hello!

Here is an attempt to address issue #27 It would be great if you have time to review and test it. Basically it:

Adds config option auto-package-update-prompt-before-update
If option is set, asks user before performing an automatic update
Increments version to 1.7

After running make README.md I had to edit the last line of README.md to correct quotes, maybe you had this problem too?
