Add charge detect back in #11

We've got one leftover IO pin, might as well use it!

We'll use SENSOR_CAPP; our last unused pin that happens to be an input pin.

Not 100% the circuit will work because of the LED, but if it doesn't we can just leave the resistor connecting SENSOR_CAPP to the pin off the board.
