Following Ming's suggestion, simplify the compilation of ungrib.x #59

Following Ming's suggestion at https://github.com/rrfs2/rrfs-workflow/issues/57, making chnages to build.wps to skip compiling wrf and only compile ungrib. Tested this on Jet.

Thanks, @chunhuazhou Did you run one cycle using the re-built ungrib.x?

I just did a test with conus12km retro and ungrib works.
