Keeping a CHANGELOG would be nice! #193

I'm upgrading my 7-month old installation and I have trouble finding out if any of the important environment stuff changed. Like file locations, env variables etc that I need to set. I am just going through raw Git commits now, so it's not obvious.

@stevenroose, would you be so kind to start a CHANGELOG.md and add it via PR. Or add the noteable changes you found here in this issue as a comment so someone else could reuse your work and add a changelog.

In addition Debian stretch 9.7 is out since yesterday. https://www.debian.org/News/2019/20190123 We should check through the packages, if any packages need our attention
