fixing 3dots (proposal) #128

I tried to come up with a general rule for when not to allow spaces around "…", since this seemed to be a bit arbitrary.

Feedback by a native-speaker would be appreciated.

did a brief check searching for this regex: …[A-Z][a-z] I found 116 hits, that is far too many to check, so I suggest leaving them as they are.
