add new CLI and instructions for dev install #29

I updated docs/cli/functions.md to refer to find_spots, index, and plot_wavelengths. Those three functions also got new .rst pages to house their docs.

NOTE: Having a file called "index" will quite possibly confuse things.

I also updated the readme to include instructions for the pip install git+-style installation
